MOTION:JENKINS January 21,1997 <br />Regular Meeting <br />SECOND:CADDIGAN Ord,No,97-11 <br />RE:APPROVAL OF CURFEW FOR MINORS ORDINANCE <br />ACTION:APPROVED <br />WHEREAS,the Board of County Supervisors has received numerous <br />complaints over the past several years about youth in the community being out and about in the <br />County without adult supervision during the late night hours,engaging in vandalism,gang <br />activities and other criminal activities;and <br />WHEREAS,the Board is concerned about protecting the youth in this County; <br />and <br />WHEREAS,the Board is concerned about enhancing the institution of the <br />family and parental responsibility in this County;and <br />WHEREAS,the Board is concerned about reducing juvenile crime in this <br />County;and <br />WHEREAS,the Board has the authority and responsibility to protect the public <br />health,safety and general welfare of the County,and is granted broad police powers to <br />accomplish this end,including authority to adopt a juvenile curfew ordinance;and <br />WHEREAS,the Board created a Multi-Agency Task Force (the “Task Force”) <br />to study the issues ofjuvenile crime and the adoption of a curfew ordinance to assist with <br />dealing with juvenile crime and juvenile victimization in the County;and <br />WHEREAS,the Task Force conducted a survey of the community,which <br />indicated that the majority of parents responding favored having a curfew for youth in the <br />County;and <br />WHEREAS,in 1991 there were 500 incidents of violent crime in the County; <br />and in 1995 there were 636 incidents of violent crime in the County,an increase of 27 percent; <br />and <br />WHEREAS,between 1991 and 1995 in Prince William County the number of <br />juveniles arrested and the number ofjuveniles arrested for violent crimes increased significantly, <br />as did the percentage ofjuveniles arrested as a percentage of the total arrests in the County and <br />the percentage ofjuvenile violent crime arrests as a percentage of total arrests in the County; <br />and <br />WHEREAS,the Prince William County Police Department has identified youth <br />gangs operating in the County participating in criminal activity;and <br />WHEREAS,the prevailing community standard in the County supports the <br />institution of the family and parental responsibility for youth;and
