MOTION:THOMPSON February 4,1997 <br />Regular Meeting <br />SECOND:BARG Ord.No,97-17 <br />RE:REZONING #96-0039,BRAEMAR (VILLAGES AT SAYBROOKE) <br />(BRENTSVILLE MAGISTERIAL DISTRICT) <br />ACTION:APPROVED WITH AMENDED PROFFERS DELETING AMENDED <br />PROFFER SC AND THAT PORTION OF AMENDED PROFFER 4E <br />RELATING TO CONSTRUCTION OF A COMMUTER PARKING LOT <br />WHEREAS,this is a request to amend the proffered conditions ofRezoning <br />#93-0009,Saybrooke.The amendment will apply to the applicant’s 992-acre portion of a 1123- <br />acre Residential Planned Community.The proffer amendment will not affect the remaining 131 <br />acres owned by others.The site is located on the north and south sides of Liaton Hall Road, <br />approximately 1 mile northwest ofRoute 28,in the Brentsville Magisterial District;and <br />WHEREAS,staff has reviewed the subject application and recommends <br />approval as stated in their staff report prepared November 20,1996;and <br />WHEREAS,the Planning Commission held a public hearing on this item on <br />December 4,1996,and recommended approval as stated in Res.No.96-155,and <br />WHEREAS,a public hearing,duly advertised in a local newspaper for a period <br />of two weeks,was held on January 7,1997,and interested citizens were heard;and <br />WHEREAS,several citizens expressed concerns about the proposed changes to <br />the proffered conditions for parks and recreation facilities;and <br />WHEREAS,the Board of County Supervisors deferred action until February 4, <br />1997;and <br />WHEREAS,a public hearing,duly advertised in a local newspaper for a period <br />of two weeks,was held on February 4,1997,and interested citizens were heard;and <br />WHEREAS,general welfare and good zoning practice are served by the <br />approval of the application; <br />NOW,THEREFORE,BE IT ORDAINED that the Prince William Board of <br />County Supervisors does hereby approve with amended proffers dated January 28,1997, <br />Rezoning 96-0039,Braemar (Villages at Saybrooke),deleting amended proffer SC and that <br />portion of amended proffer 4E relating to construction of a commuter parking lot,all as <br />reflected in the proffer dated February 4,1997; <br />BE IT FURTHER ORDAINED that the Board of County Supervisors’ <br />approval and adoption of any proffers does not relieve the applicant and/or subsequent <br />developers from compliance with the provisions of any applicable ordinances,regulations,or <br />adopted standards.
