MOTION:WILBOURN February 4,1997 <br />Regular Meeting <br />SECOND:BARG Ord.No,97-16 <br />RE:SPECIAL USE PERMIT #97-0011,SECURITY BANK -SUDLEY <br />MANOR SQUARE (GAINESVILLE MAGISTERIAL DISTRICT) <br />ACTION:APPROVED SUBJECT TO PLANNING COMMISSION CONDITIONS <br />WHEREAS,this is an application for a special use permit to allow the construc- <br />tion of a financial institution with four drive-through lanes and one additional freestanding <br />shopping center sign measuring 8 feet by 5 feet at 7801 Sudley Road,approximately 250 feet <br />south of the intersection with Sudley Manor Drive,in the Gainesville Magisterial District;and <br />WHEREAS,staff has reviewed the subject application and recommends <br />APPROVAL,in part,subject to the conditions listed in the staff report prepared August 6, <br />1996,and DENIAL,in part;and <br />WHEREAS,the Planning Commission held a public hearing on this item on <br />December 19,1996,and recommends APPROVAL,subject to amended conditions,as stated in <br />Res.No.96-162;and <br />WHEREAS,a public hearing,duly advertised in a local newspaper for a period <br />oftwo weeks,was held on February 4,1997,and interested citizens were heard;and <br />WHEREAS,general welfare and good zoning practice are served by the <br />approval ofthe application;and <br />WHEREAS,Section 32-250.24 of the Prince William County Zoning Ordinance <br />provides for modification ofthe sign standards of the zoning ordinance and sets forth specific <br />criteria that may be used when evaluating such requests,including (b)consideration of the <br />impact of the impact on the visual appearance of existing rights-of-way,and (e)consideration of <br />whether a special visual obstruction exists which creates difficulty in locating the use;and <br />WHEREAS,based on review of the facts ofthis case,the Board of County <br />Supervisors has determined that the proposed additional signage will not adversely impact on <br />the visual appearance of Route 234,and that special visual obstruction exists which creates a <br />difficulty in locating this use,which is located some 60 feet from the public right-of-way; <br />NOW,THEREFORE,BE IT ORDAINED that the Prince William Board of <br />County Supervisors does hereby approve Special Use Permit #97-0011,Security Bank -Sudley <br />Manor Square,subject to the following conditions:
