SEE REVISED ORDINANCE //97—5 DATED MARCH 11,1997 <br />MOTION:THOMPSON January 7,1997 <br />Regular Meeting <br />SECOND:JENKINS Ord,No,97-5 <br />RE:SPECIAL USE PERMIT #96-0037,7-ELEVEN AT PURCELL ROAD <br />(BRENTSVILLE MAGISTERIAL DISTRICT) <br />ACTION:APPROVED AS CONDITIONED <br />WHEREAS,this is a request to allow the construction of a new quick-service <br />food store with retail motor vehicle fuel sales.The proposed quick-service food store would not <br />be built at the proposed intersection of realigned Purcell Road with Dumfries Road and will not <br />be constructed until the Purcell Road realignment takes place.The realignment is expected to <br />occur with the development of the proposed Vista Brooke subdivision just east of the special <br />use permit site.The site is located on the east side of Purcell Road at its intersection with <br />Dumfries Road,in the Brentsville Magisterial District;and <br />WHEREAS,staff has reviewed the subject application and recommends <br />approval as stated in their staff report prepared November 6,1996;and <br />WHEREAS,the Planning Commission held a public hearing on this item on <br />November 20,1996,and recommended denial as stated in Res.No.96-145;and <br />WHEREAS,the Planning Commission reconsidered their recommendation on <br />December 4,1996,and recommended approval as stated in Res.No.96-150;and <br />WHEREAS,a public hearing,duly advertised in a local newspaper for a period <br />of two weeks,was held on January 7,1997,and interested citizens were heard;and <br />WHEREAS,general welfare and good zoning practice are served by the <br />approval ofthe application; <br />NOW,THEREFORE,BE IT ORDAINED that the Prince William Board of <br />County Supervisors does hereby approve Special Use Permit #96-003 7,7-Eleven at Purcell <br />Road,subject to the following conditions: <br />1.The site shall be developed in substantial conformance with the Special Use Permit - <br />General Development Plan (GDP)prepared by Chester Environmental,dated September <br />1996 and received by the Office of Planning on October 4,1996,with the exception ofthe <br />transportation improvements which shall be as outlined in condition 2.Such <br />improvements may require the modification of the plan for relocating parking spaces, <br />dumpster pad,underground storage tanks,and/or pump islands.Such modifications to the <br />plan are permitted provided they are directly related to satisfying the transportation <br />improvements.Development ofthe site shall not occur until realigned Purcell Road is <br />constructed. <br />2.The entrance to the site from realigned Purcell Road shall be located at the easternmost <br />point of the parcel,in close proximity to the required 50-foot buffer.
