MOTION:HILL April 1,1997 <br />Regular Meeting <br />SECOND:JENKINS Ord,No~97-34 <br />RE:DENIAL OF SPECIAL USE PERMIT #96-0027,PARSONS’ <br />ENTERPRISES (COLES MAGISTERIAL DISTRICT) <br />ACTION:APPROVED <br />WHEREAS,this is a request to allow the salvage,disassembly,service and <br />storage of motor vehicles,equipment,and machinery.Salvaged parts and fluids removed from <br />vehicles will be sold or recycled,Remaining portions of the vehicles will be crushed and stored <br />on-site for an undetermined period.Each of2,299 vehicle storage spaces shown on the <br />applicant’s special use permit plan will allow stacking of several crushed vehicles up to an <br />undetermined height.The use is defined as a motor vehicle graveyard in the Zoning Ordinance, <br />allowed in both the M-1,Heavy Industrial and M/T,Industrial Transportation districts with <br />appropriate conditions of a special use permit.Such conditions are intended to offset the <br />impacts ofthe use on County services and surrounding areas.A companion rezoning <br />application has been filed by the applicant (Rezoning #96-0028,Parsons’Enterprises)which is <br />being processed concurrently with the special use permit application.The companion rezoning <br />is for 41 acres from A-i,Agricultural to M-i,Heavy Industrial.The special use permit <br />application will apply to the 41 acres proposed to be rezoned M-1.The site is located <br />approximately 0.2 mile southeast of the intersection of Route 234 and Six Towers Road,in the <br />Coles Magisterial District;and <br />WHEREAS,staff has reviewed the subject application and recommends denial <br />as stated in their staff report prepared January 16,1997;and <br />WHEREAS,the Planning Commission held a public hearing on this item on <br />March 5,1997 and recommended denial as stated in Res.No.97-29;and <br />WHEREAS,a public hearing,duly advertised in a local newspaper for a period <br />of two weeks,was held on April 1,1997,and interested citizens were heard;and <br />WHEREAS,general welfare and good zoning practice are served by the denial <br />of the application; <br />NOW,THEREFORE,BE iT ORDAINED that the Prince William Board of <br />County Supervisors does hereby deny Special Use Permit #96-0027,Parsons’Enterprises; <br />BE IT FURTHER ORDAINED that the Board of County Supervisors’ <br />approval and adoption of any conditions does not relieve the applicant and/or subsequent <br />developers from compliance with the provisions of any applicable ordinances,regulations,or <br />adopted standards.
