MOTION:HILL April 1,1997 <br />Regular Meeting <br />SECOND:JENKINS Ord,No,97-32 <br />RE:DENIAL OF SPECIAL USE PERMIT #96-0028,PARSONS’FARM <br />(COLES MAGISTERIAL DISTRICT) <br />ACTION:APPROVED <br />WHEREAS,this is a request for a special use permit for a retail garden center <br />and landscaping service in the A-i,Agricultural district,Accessory or incidental to such use, <br />the following uses are also proposed:bulk sales of landscape construction materials,bulk <br />stockpiling of soil,bulk soil conditioning/processing,bulk leaf and woodchip stockpiling and <br />composting,processing of stumps and other forestry products involving grinding and chipping <br />operations,and outside storage and service/repair ofmotor vehicle equipment associated with <br />the soil processing,composting,chipping,and delivery of materials,The site is located on <br />Dumfries Road southeast of its intersection with Six Towers Road (private street),in the Coles <br />Magisterial District;and <br />WHEREAS,staff has reviewed the subject application and recommends denial <br />as stated in their revised staff report prepared January 16,1997;and <br />WHEREAS,the Planning Commission held a public hearing on this item on <br />September 4,1996,and continued the public hearing to November 6,1996 as stated in Res.No. <br />96-099,and <br />WHEREAS,on November 6,1996,the applicant requested that the hearing be <br />continued to February 5,1997,at which time the special use permit for the garden center and <br />landscaping service;the rezoning to M-i,Heavy Industrial;and the special use permit for an <br />auto graveyard was to be considered,as stated in Res.No,96-131;and <br />WHEREAS,the applicant did not post the property and the public hearing was <br />continued to March 5,1997;and <br />WHEREAS,the Planning Commission held a public hearing on this item on <br />March 5,1997 and recommended denial as stated in Res.No.97-27;and <br />WHEREAS,a public hearing,duly advertised in a local newspaper for a period <br />oftwo weeks,was held on April 1,1997,and interested citizens were heard;and <br />WHEREAS,general welfare and good zoning practice are served by the denial <br />ofthe application; <br />NOW,THEREFORE,BE iT ORDAINED that the Prince William Board of <br />County Supervisors does hereby deny Special Use Permit #96-0028,Parsons’Farm; <br />BE IT FURTHER ORDAINED that the Board of County Supervisors’ <br />approval and adoption of any conditions does not relieve the applicant and/or subsequent <br />developers from compliance with the provisions of any applicable ordinances,regulations,or <br />adopted standards.
