MOTION: BARG September 19, 2046 <br />Regular Meeting <br />SECOND: JENKINS Ord. No. 06-83 <br />RE: SPECIAL USE PERMIT #PLN2005-00425, MT. ZION BAPTIST <br />CHURCH - DUMFRIES MAGISTERIAL DISTRICT <br />ACTION: APPROVED <br />WHEREAS, this is a request to allow an existing religious institution with <br />related facilities, which is nonconforming since it doesn't have an approved special use permit <br />(SUP), to expand to include a 54,000 square foot building to be used as a sanctuary, <br />administrative offices, meeting space and classrooms for religious instruction as well as <br />additional parking. The existing sanctuary (9,920 sq. ft.) may remain provided it is not used for <br />church services because the parking is not sufficient for two churches and the TIA did not <br />contemplate two churches on the site. The special use permit (SUP) site is located on the north <br />side of Joplin Road (Route 619), approximately %x mile west of its intersection with I-95 (see <br />maps in Attachment A). The special use permit site is identified on County maps as GPINs <br />8188-06_7564 and 8188-16-0917. The site is designated AE, Agricultural or Estate; and <br />WHEREAS, staff has reviewed the subject application and recommends <br />approval, as stated in the staff report; and <br />WHEREAS, the Planning Commission held a public hearing on this item on <br />July 19, 2006, and recommends approval, as stated in Planning Commission Res. No. 06-118.; <br />and <br />WHEREAS, a Prince William Board of County Supervisors' public hearing, <br />duly advertised in a local newspaper for a period of two weeks, was held on September 19, <br />2406, and interested citizens were heard; and <br />WHEREAS, general welfare and good zoning practice are served by the <br />approval of the application; <br />NOW, THEREFORE, BE IT ORDAINED that the Prince William Board of <br />County Supervisors does hereby approve Special Use Permit #PLN2005-00425, Mt. Zion <br />Baptist Church, subject to the conditions dated September 18, 2006; <br />BE IT FURTHER ORDAINED that the Prince William Board of County <br />Supervisors' approval and adoption of any conditions does not relieve the applicant and/or <br />subsequent owners from compliance with the provisions of any applicable ordinances, <br />regulations, or adopted standards. <br />
