No. 06-12 <br />APPROVE COMPREHENSIVE PLAN AMENDMENT #PLN2005-00254, <br />POTOMAC CENTER — WOODBRIDGE MAGISTERIAL DISTRICT <br />APPROVED <br />WHEREAS, under Section 15.2-2229 of the Virginia Code, the Prince William <br />Board of County Supervisors may consider amendments to the Comprehensive <br />Plan; and <br />WIIEREAS, an applicant requested an amendment to the Comprehensive. Plan <br />in 2005 in accordance with the Board's policy for consideration for Comprehensive Plan <br />amendments on an annual basis; and <br />WHEREAS, on March 15, 2005, the Prince William Board of County <br />Supervisors initiated review of the requested Comprehensive Plan Amendment and referred it <br />to the Planning Commission; and <br />WHEREAS, this is a request to amend the Long Range Land Use Plan to <br />change approximately 9 acres from Office with Environmental Resource overlay to Urban <br />Residential High with Environmental Resource overlay; and approximately 68 acres from <br />Office to Regional Commercial Center. The site is located at the northeastern corner of the <br />intersection of Dale Boulevard and I-95, and is identified as GPIN 8291-94-3373; and <br />WHEREAS, the requested plan amendment is accompanied by a rezoning <br />application and four special use permit applications to implement a mixed-use lifestyle center; <br />and <br />WHEREAS, staff has reviewed the subject application and recommends denial, <br />as stated in the staff report; and <br />WHEREAS, the Planning Commission held a public hearing on this item on <br />December 21, 2005, where community support for the development was evidenced, and the <br />Planning Commission recommended approval, as stated in Planning Commission Res. No. 05- <br />161; and <br />WHEREAS, a Prince William Board of County Supervisors' public hearing, <br />duly advertised in a local newspaper for a period of two weeks, was held on February 7, 2006, <br />and interested citizens were heard; and <br />
