MOTION: CADDIGAN September 6, 2016 <br />Regular Meeting <br />SECOND: LAWSON Ord. No. 16-36 <br />RE: SPECIAL USE PERMIT #SUP2016-00015, ANTHEM TELECOM @ <br />POTOMAC SHORES — WOODBRIDGE MAGISTERIAL DISTRICT <br />ACTION: APPROVED <br />WHEREAS, this is a request to allow a Special Use Permit (SUP) for the <br />installation of a telecommunications facility consisting of a 174 -foot monopole structure and <br />fenced compound with related ground equipment, including two setback waivers from adjacent <br />property zoned PMR, Planned Mixed Residential, to the south and east; and <br />WHEREAS, the subject property is located ±225 feet north of Potomac River <br />Boulevard and is to the west of and abuts the overhead power transmission lines within the <br />Potomac Shores planned community; and <br />WHEREAS, the SUP site is identified on County maps as GPIN 8289-96- <br />9675 (portion) and 8389-06-4881 (portion), and encompasses ±13,910 square feet (SF); and <br />WHEREAS, the site is zoned PMR and planned as an open space land bay <br />within the Potomac Shores planned community development, and as proffered with REZ <br />#PLN2012-00420; and <br />WHEREAS, the SUP site is designated SRL, Suburban Residential Low, in <br />the Comprehensive Plan and is located within the Potomac Communities Revitalization Plan <br />special planning area; and <br />WHEREAS, staff has reviewed the subject application and recommends <br />approval as stated in the staff report; and <br />WHEREAS, the Planning Commission, at its public hearing on June 1, 2016, <br />recommended approval with two recommendations as stated in Planning Commission <br />Resolution Number 16-035; and <br />WHEREAS, the Board of County Supervisors, at its public hearing on <br />July 12, 2016, and based on citizen testimony, closed the public hearing and deferred action to <br />a date certain of August 3, 2016, in order for the applicant to continue to work with concerned <br />residents and to coordinate a community meeting prior to the August 3 meeting; and <br />WHEREAS, based on considerable citizen opposition and unresolved concerns <br />at the community meeting, the applicant agreed to another deferral and provided a letter to <br />extend the review timeframe to September 6, 2016; and <br />
