MOTION: NOHE January 19, 2016 <br />Regular Meeting <br />SECOND: PRINCIPI Ord. No. 16-06 <br />RE: SPECIAL USE PERMIT 92015-20020, YORKSHIRE 7 -ELEVEN — <br />COLES MAGISTERIAL DISTRICT <br />ACTION: APPROVED <br />WHEREAS, this is a request to allow a motor vehicle fuel station including a <br />by -right quick service food/convenience store, with a maximum of six fuel pump islands and a <br />sign modification to include the following: canopy signage, fagade signage and an illuminated <br />changeable copy (LED) monument sign to reflect gas prices; and <br />WHEREAS, the subject property is located northeast of the Centreville Road <br />(Route 28) and Falls Grove Drive intersection, is addressed as 8200 Falls Grove Drive, and is <br />identified on County maps as GPIN 7897-33-0978; and <br />WHEREAS, the site is designated GC, General Commercial, in the <br />Comprehensive Plan and is located within the Yorkshire Study Area; and <br />WHEREAS, the site is zoned B-1, General Business and is located within the <br />Route 28 Redevelopment Overlay District; and <br />WHEREAS, staff has reviewed the subject application and recommends <br />approval as stated in the staff report; and <br />WHEREAS, the Planning Commission, at its public hearing on <br />November 4, 2015, recommended approval, as stated in Planning Commission Resolution <br />Number 15-091; and <br />WHEREAS, the Board of County Supervisors, at its public hearing on <br />December 8, 2015, received citizen testimony, closed the public hearing, and deferred action to <br />a date certain of January 19, 2016, in order for the applicant to address and resolve citizen <br />concerns with storm water run-off and associated drainage impacts of the proposed <br />development on adjacent residential property within the Falls Grove neighborhood to the east; <br />and <br />WHEREAS, a Board of County Supervisors' public hearing, duly advertised in <br />a local newspaper for a period of two weeks, was held on January 19, 2016 and interested <br />citizens were heard; and <br />WHEREAS, the Prince William Board of County Supervisors finds that public <br />necessity, convenience, general welfare and good zoning practices are served by the approval <br />of this request; <br />
