MOTION:HILL March 18,1997 <br />Regular Meeting <br />SECOND:BARG Res,No,97-217 <br />RE:AUTHORIZE PUBLIC REARING TO CONSIDER DISPLACEMENT OF <br />PRIVATE WASTE COMPANIES PROVIDING GARBAGE,TRASH OR <br />REFUSE COLLECTION SERVICE WITHIN THE COUNTY <br />ACTION:APPROVED AS MAIN MOTION <br />WHEREAS,the Board of County Supervisors has the authority to provide <br />garbage,trash and refuse collection services throughout Prince William County,either directly <br />or by contract;and <br />WHEREAS,the Board already provides garbage,trash and refuse disposal <br />services at the County landfill and has made substantial investments and incurred substantial long <br />term debt to provide a disposal system that will meet the needs of County residents and <br />businesses for decades to come;and <br />WHEREAS,the Board is concerned with aspects of the current system of <br />providing garbage collection services,including possible creation of a trash hauling monopoly in <br />the County and the failure of private haulers to deliver waste to the County landfill necessary to <br />obtain sufficient revenues to pay back bond obligations;and <br />WHEREAS,the Board is concerned that the public’s needs may be served better <br />by having garbage collection services provided in Prince William County by the County,either <br />directly or by contract with private haulers;and <br />WHEREAS,in accordance with the requirements of Section 15.1-28.04 and <br />15.1-28.1 of the ~p~pf Yirginia,a public hearing is required to seek comment on the <br />advisability of a locality of providing this service which would displace a private company <br />providing garbage,trash and refuse collection service in the County;and <br />WHEREAS,within one year after such a hearing,the Board may proceed to <br />take measures to provide this service provided a five year notice is given to private companies <br />before the County engages in the actual provision ofthe service;and <br />WHEREAS,staff recommends that this public hearing be authorized in order to <br />begin the process required by law to consider future County controlled collection of solid waste;
