MOTION:JENKiNS March 4,1997 <br />Regular Meeting <br />SECOND:BiLL Res,No,97-175 <br />RE:TAXICAB SERVICE RECIPROCITY AGREEMENT WITH <br />METROPOLITAN WASHINGTON AIRPORTS AUTHORITY <br />ACTION:APPROVED <br />WHEREAS,under Chapter 27 ofthe Prince William County Code,Prince <br />William County regulates the operation oftaxicab service within Prince William County,and <br />conducts safety investigations into the backgrounds of companies and drivers wishing to <br />provide,and vehicles being used to provide,taxicab service within Prince William County;and <br />WhEREAS,the Metropolitan Washington Airports Authority,by contract, <br />provides for the provision oftaxicab service to and from Dulles Airport and provides for the <br />regulation of the company’s drivers and vehicles providing taxicab service or used to provide <br />taxicab service to and from the airport;and <br />WHEREAS,the County desires to permit taxicabs licensed in Prince William <br />County to have access to Dulles and National to pick up passengers on a prearranged basis;and <br />WHEREAS,MWAA desires to allow the taxicab company under contract with <br />MWAA to be permitted to pick up passengers within Prince William County on a prearranged <br />basis for trips to Dulles;and <br />WHEREAS,it appears that the contractual requirements and administrative <br />oversight procedures set up by MWAA are sufficient to ensure the safety of the drivers and <br />vehicles used by MWAA to provide taxicab service to Dulles;and <br />WHEREAS,it would be mutually beneficial for MWAA and the County to enter <br />into a reciprocity agreement whereby taxicabs licensed in the County could pick up fares at <br />Dulles and National on a prearranged basis and taxicabs franchised by MWAA could pick up <br />fares in the County on a prearranged basis;and <br />WHEREAS,the Prince William Taxicab Review Board has recommended that <br />the County enter into such a reciprocity agreement with MWAA and <br />WHEREAS,Counsel for the MWAA,by letter dated March 3,1997,has agreed <br />to expand the off.airport vehicle for hire area to include area “D”and to improve the signage for <br />such area; <br />NOW,THEREFORE,BE IT RESOLVED that the Board of County <br />Supervisors of Prince William County does approve the proposed reciprocity agreement with <br />MWAA attached hereto,and authorizes the Chairman to sign such agreement on behalf ofthe <br />Board.
