MOTION:THOMPSON January 7,1997 <br />Regular Meeting <br />SECOND:JENKINS Ord,No.97-9 <br />RE:SPECIAL USE PERMIT #97-0007,RS AUTO (BRENTSVILLE <br />MAGISTERIAL DISTRICT) <br />ACTION:APPROVED WITH AMENDMENT TO CONDITIONS <br />WHEREAS,this is an application for a special use permit to allow motor vehicle <br />sales (limited and recreational),leasing/rental,and repair,located on the northeast corner of <br />Centreville Road and Maplewood Drive,in the Brentsville Magisterial District;and <br />WHEREAS,staff has reviewed the subject application and recommends <br />APPROVAL,subject to the conditions listed in the staff report prepared November 12,1996; <br />and <br />WHEREAS,the Planning Commission held a public hearing on this item on <br />December 4,1996,and recommends APPROVAL,subject to amended conditions,as stated in <br />Res.No.96-153;and <br />WHEREAS,a public hearing,duly advertised in a local newspaper for a period <br />of two weeks,was held on January 7,1997,and interested citizens were heard;and <br />WHEREAS,general welfare and good zoning practice are served by the <br />approval ofthe application; <br />NOW,THEREFORE,BE IT ORDAINED that the Prince William Board of <br />County Supervisors does hereby approve Special Use Permit #97-0007,RS Auto,subject to the <br />following conditions: <br />1.The site shall be developed and landscaped in substantial conformance with the Special <br />Use Pennit General Development Plan (GDP)prepared by Ross,France &Ratliff,Ltd., <br />dated October 24,1996,and received by the Office of Planning on October 30,1996. <br />Development ofthe site must commence within three years;however,the improvements <br />may be developed in phases thereafter until all ofthe improvements shown on the plan are <br />constructed,but no later than ten years from the date of special use permit approval by the <br />Board of County Supervisors.Notwithstanding the following exceptions: <br />a.The property shall have no more than one new vehicular access (driveway)on <br />Route 28 as shown on the GDP,provided,however,that the design of the right-in, <br />right-out channelization shall be subject to Virginia Department of Transportation <br />(VDOT)approval prior to site plan approval.In the event the channelization is not <br />approved by VDOT,the entrance shall be a standard right-in,right-out entrance. <br />b.The owner/developer shall reserve a total of 58 feet of right-of-way measured from the <br />centerline of Route 28 for future roadway widening,which shall not be construed to <br />require future dedication.The buildings and structures (except signs)shall be set back
