MOTION:THOMPSON April 8,1997 <br />Regular Meeting <br />SECOND:HILL Res,No,97-275 <br />RE:THE NORFOLK SOUTHERN RAIL RELOCATION STUDY <br />(1-66 MEDIAN OPTION) <br />ACTION:APPROVED AS MODiFIED <br />WHEREAS,the Prince William Board of County Supervisors recognizes that <br />the existing Norfolk Southern Railroad Tracks pose significant safety and rail alignment <br />problems which must be corrected,particularly in light of projected increases in freight rail <br />movements through Prince William County;and <br />WHEREAS,the Prince William Board of County Supervisors has carefully <br />reviewed the processes,methodologies,and substantive findings of the rail relocation study;and <br />WHEREAS,the Virginia Department of Transportation is considering several <br />alternative alignments ofthe Norfolk Southern tracks,including a previously unstudied <br />alternative utilizing the median of 1-66 for a portion ofthe realignment;and <br />WHEREAS,the utilization of the 1-66 median as proposed has significant <br />economic development,land use,and historic preservation disadvantages;and <br />WHEREAS,alternatives are available that address the safety and realignment <br />issues that do not create these economic development,land use and historic preservation <br />disadvantages; <br />NOW,THEREFORE,BE IT RESOLVED that the Prince William Board of <br />County Supervisors does hereby request the Secretary of Transportation,the Commonwealth <br />Transportation Board,the Virginia Department of Transportation,and the Virginia Department <br />of Rail and Public Transportation to redirect the rail relocation study to accomplish the <br />following: <br />•Aggressively advance design of Gainesville Interchange (design funding is <br />available;however,this project has yet to move forward).The exact <br />alignment of the railroad in the vicinity of the Gainesville Interchange should <br />be determined by an interchange design process which places the highest <br />priority on meeting the transportation,economic development,and land use <br />objectives of Prince William County.
