MOTION: CADDIGAN February 1, 2005 <br />Regular Meeting <br />SECOND: BARG Ord_ No_ 05-9 <br />RE: IMPLEMENT SECTION 13-320.1 OF THE PRINCE WILLIAM <br />COUNTY CODE TO RESTRICT THE ON -STREET PARKING OF <br />BOAT TRAILERS AND SIMILAR VEHICLES IN LAKE TERRAPIN <br />WHICH CONSISTS OF ARCHELON WAY, BOX TURTLE COURT, <br />COPPER TURTLE PLACE, DIAMONDBACK ROAD, HAWKSBILL <br />COURT, LAKE TERRAPIN DRIVE FROM SPRIGGS ROAD TO <br />HAWKSBILL COURT, LEATHERBACK ROAD FROM THE CUL-DE- <br />SAC WEST OF COPPER TURTLE PLACE TO 526 FEET EAST OF <br />COPPER TURTLE PLACE, RAZORBACK PLACE AND SNAPPER <br />COURT - DUMFRIES MAGISTERIAL DISTRICT <br />ACTION: APPROVED <br />WHEREAS, pavement widths in Lake Terrapin vary with on -street parking; <br />and <br />WHEREAS, the roads within Lake Terrapin were not designed or intended to <br />provide for the on -street parking of trailers, watercraft, boat trailers, motor homes and camping <br />trailers; and <br />WHEREAS, the parking of boat trailers and similar vehicles causes safety <br />problems in Lake Terrapin; and <br />WHEREAS, the on -street parking of trailers, watercraft, boat trailers, motor <br />homes and camping trailers detract from the attractiveness of a neighborhood; and <br />WHEREAS, on December 1, 2004, the Department of Public Works received a <br />resolution from the Lake Terrapin Homeowners Association (HOA) requesting the Prince <br />William Board of County Supervisors restrict the parking of trailers, watercraft, boat trailers, <br />motor homes and camping trailers in Lake Terrapin; the district hereby created is depicted on <br />the attached map which shows "Proposed Parking Area Covered by HOA Resolution"; and <br />WHEREAS, the resolution was adopted at a general meeting of the Association <br />of which all members received notice in accordance with the Association's bylaws, although <br />the resolution does not specifically state that the notice of the meeting provided to the members <br />included notice that one of the purposes of the meeting was the creation of a restricted parking <br />district. The meeting notice did include this information, and a quorum of the membership as <br />defined in the bylaws was present and voting on the resolution, and the meeting was held in <br />conformance with any and all other requirements of the Association's bylaws; and <br />
